Pre-register and obtain your driver’s license number.

Go to Washington state department of licencs (DOL) office and apply for id.
Documentation needed
1. Passport
2. Address Confirmation
Prepare for knowledge Exam.
Practice knowledge Exam
After passing knowledge Exam, go to DOL office and get Instruction Permit.
Practice driving with someone having 5 years driving experience.
OR
Contact driving school.
Example:
After sufficient practice, book a driving skill exam with driving school.
Most driving school allow more than one attempts for taking know exam with no additional fee.
